Why cannot the drivers in the UK leave their headlight on at all times? If headlights are used correctly they will not dazzle or cause discomfort to other road users. Quite the opposite. All moving vehicles will be more visible to anyone out and about in the traffic. In certain West European countries you are prohibited to use headlights at all times. This is a great asset especially to children. Their eyes are not matured until they reach the age of 12 and they may believe that a car is standing still when it is in reality moving, and it goes without saying that this creates very dangerous situations, which perhaps can be avoided with the use of headlights. And who of us who are drivers can say we never daydream and always concentrate hard when we are in the traffic? I certainly can not. I am only too happy to see others in the traffic more clearly which I believe you do if headlights are used!

I drove a scooter around Nice (France), the bloody thing wouldn't let you turn the lights off!

Why on earth would you want to turn them off?? Presuming they were not on when the engine was off...
Hiya friend! When I started driving I was 16 and had a scooter. My dad told me I was to leave my headlight on at all times for safety. He was definitely right - so are you!
